Ramallah – August 24, 2025 – In a step that reflects the Palestinian government’s commitment to building effective partnerships with civil society organizations, the Ministry of Social Development, represented by H.E. Minister Dr. Samah Hamad, signed a Memorandum of Understanding (MoU) with the Palestinian Vision Organization, represented by its Executive Director Mr. Rami Nasrallah. The agreement aims to enhance cooperation in the fields of child protection and youth empowerment.
Dr. Hamad stressed in her remarks that the signing of this MoU comes amid a complex humanitarian and social reality, as Palestine faces immense challenges—most notably the declared famine in the Gaza Strip, displacement crises in northern camps, as well as issues related to nursery licensing and child protection. She highlighted the Ministry’s extensive efforts to ensure access to essential services and food for displaced families, in addition to developing income-generating initiatives and temporary employment programs that alleviate social and economic burdens.
She further emphasized that this partnership with Palestinian Vision embodies the complementarity between government and civil society roles in facing challenges and strengthening the social protection system.
For his part, Palestinian Vision’s Executive Director, Mr. Rami Nasrallah, affirmed that the organization has provided direct support to children and families across various governorates, in addition to equipping educational corners in several nurseries to raise community awareness among parents and youth on the importance of creating safe environments for children.
He also highlighted the development of the “Aouni” Child Protection Program, a mobile application launched in Jerusalem in partnership with UNICEF to document Israeli violations against children. Furthermore, the organization has established emergency response groups in several areas, including Nur Shams camp, Tulkarm, and Jenin, affirming the readiness of its volunteers to work hand in hand with the Ministry.
Nasrallah stressed that the solid partnership between the two parties represents a model of national cooperation in protecting children and reinforcing the resilience of Palestinian society.
The signing of the MoU comes at a time of mounting social and humanitarian challenges in the occupied Palestinian territories. Through this cooperation, the Ministry and its partners seek to strengthen the social protection system, provide safe environments for children, and empower youth to play an active role in development and community building.
